No, I don't think Zero helps. I think Zero is a containment when someone is out of control and people are in danger but it's very temporary. It needs to be temporary.

But something needs to be done to reassure the victims. You have to know this, Tiffany.

Well the rules here are different, aren't they? It's easy to overlook that. We aren't here to punish--that only teaches people that the reason not to do something is because an external power will hurt them for it.

[He already believed that much.] But punishing people doesn't serve the victim, either. Punishment is about making ourselves feel better, and I think that's why I was pushing you about it.

But it doesn't help. It just means we aren't hearing what the victims need so they can figure out what to do with their pain. And you can only do that by listening and talking to them.
