Hey, y'all. I been thinking about some stuff lately - about powers. I don't have any and I never did, except for Admiral powers and except for one time when I thought I had some of my own - but that's another story.
They're just kinda all over the place here, I noticed. Arthas had his, and he tried to kill the whole Barge. And I know wardens hurt people with their powers sometimes. I've seen it. And we got inmates who don't have any powers at all, but still hurt and kill people. It's like I was telling someone earlier - it ain't like the Barge is safe when inmates have powers, and dangerous when they don't. It's a lot more complicated than that.
I got two inmates I been talking to, Lourdes and Pietro - and they want their powers back 'cause they don't feel right and whole without 'em. And I don't blame 'em, if I'm gonna be real honest. I maybe would have, before I was a warden, but now I got a different perspective. We're letting parts of people be locked away, and how's anyone supposed to trust us if we do that and don't care?
But maybe it ain't right to just give 'em back without thinking about it, neither - 'cause some of the powers are dangerous, and all of us'd be affected if something happened. So we decided that since they don't got wardens of their own, we're gonna talk to the whole Barge about it and see if any of y'all got objections. Or-- or questions or concerns. Stuff like that.
Pietro's got super speed, and super senses so he can see things okay when he's using his super speed. Lourdes can control people's bodies, and their minds, and even the chemicals inside 'em. Now, that's a whole fucking lot - so she's mostly what I wanna talk about today, I guess. We got Iris and Jean and all those guys who can protect people from stuff like that, but it can still be dangerous. So we're asking you.

I'm giving Lourdes her powers back - but only when she's in the Enclosure with me. Now, I don't think she's gonna hurt me - but if she does, I don't want any of y'all hurting her back, okay? I ain't saying no punishment, or no being mad. Just no torturing or murdering or nothing. Thanks.

...you'd have to have some parallel options. The whole point of inmates who don't come forward is that you don't know who their problem people are.

Although who would be suppressed and qualified is a thorny question. Which comes back to who's trustworthy again.
Maybe we should just take secret ballots. Figure out who people are already more inclined to come to, then fix up the teams. Even if the admiral doesn't give them automatic authority they could do legwork on inmates' behalf.

You know him better than me. It's not as good, but don't you think we'd have a better chance of passing 'one shot only' as an option? Or pitching it to the rest of the Barge, for that matter.

Framing it as something for unpaired inmates, explicitly and as the new standard - that might get traction.
He's made changes to try to deal with them before. He started up the temporary pairings to keep an eye on trouble unpaired inmates who were going under the radar, but I don't feel like it did much good. Temporary wardens might chat a little and even get a rapport but they don't know what they're actually dealing with and unless the inmate is an established troublemaker, they usually put gaining trust - not feasible that quickly in most cases - above invading privacy. I was guilty of that too.
So. One shot only as a safety default for newbies, kicks in after being explained so they don't waste it in the first five seconds, reloading appealed to any one of a few publicly available teams whom the admiral gives that authority, anyone fucking with you can also be reported to them and they either handle it or put pressure on the offender's warden. Possibly give give the victim a larger metaphorical clip, semi-suppression type things, if the situation warrants that as a deterrent. No authority for full powers, not with two inmates on board and some of the power ceilings we see here, but some leeway below that.
I think the Admiral would go for it if the barge did. I think he'd let us try it and laugh his ass off. I don't know if other people will actually like the idea. A lot of them might. It's something to try. It'll be the details everyone will squabble on - how the teams get picked, and how they might be dissolved - public ballot? Inmates only? Three teams of three to avoid ties? And there would have to be a system to deal with turnover without disrupting it too much, or it'll fall apart in a month when people graduate or vanish. Which is all stupid complicated, I know, but it has to be us, because the inmates who don't trust wardens trust him even less, and I can't blame them.
